IL HB3237

Establishes the State Seal of Biliteracy program to recognize public high school graduates who demonstrate high proficiency in one or more languages in addition to English, beginning with the 2014-2015 school year.

Defines "foreign language" to include modern languages, Latin, American Sign Language, Native American languages, and native languages.

Allows students to demonstrate English language proficiency for eligibility through completion of AP English Language and Composition Exam, English language arts dual credit course, or transitional coursework articulated with a public community college.

Requires public universities to accept the State Seal of Biliteracy as equivalent to 2 years of foreign language coursework for admissions purposes and permits public community colleges and universities to award foreign language course credit upon student request within 3 academic years of high school graduation.

Prohibits charging fees to pupils for the designation, though costs may be incurred for proficiency assessments and school district participation in the program is voluntary.
