HB3238 Summary

• Creates the Hydraulic Fracturing Prohibition Act, which prohibits any person from conducting high-volume horizontal hydraulic fracturing operations in Illinois.

• Defines "high-volume horizontal hydraulic fracturing operations" as stimulation treatment using more than 80,000 gallons per stage or more than 300,000 gallons total of hydraulic fracturing fluid and proppant.

• Repeals the Illinois Hydraulic Fracturing Tax Act and the Hydraulic Fracturing Regulatory Act.

• Repeals Section 5.832 of the State Finance Act, which established the Oil and Gas Resource Management Fund.

• Becomes effective immediately upon enactment.
