Prohibits mandatory enrollment or transition to managed care medical assistance programs for Medicaid recipients on and after January 1, 2020.

Allows current managed care enrollees as of January 1, 2020 to disenroll and receive coverage under the state's fee-for-service program.

Blocks the Department of Healthcare and Family Services from entering new managed care contracts with capitated payment arrangements starting January 1, 2020.

Prevents renewal, renegotiation, or modification of existing managed care contracts issued under the 2018-24-001 Request for Proposals and requires transition of affected recipients to fee-for-service upon contract expiration.

Requires the Department to establish an appeals and grievance process including expedited internal review, final adverse determinations, and standard external review, with written notice to recipients of their right to request external review.
