Amends the Illinois Vehicle Code to modify registration fee benefits for combat veterans starting in registration year 2021.

Changes the benefit from a complete waiver to a 50% discount on registration fees for active-duty or reserve component members of the United States Armed Forces returning from a combat mission.

Applies the 50% discount to all subsequent registration fees following combat mission service.

Requires proof of combat service from hostile fire pay or imminent danger pay documentation received within 12 months preceding registration renewal.

Excludes specialty, personalized, and vanity license plate fees from the discount benefit.

Effective January 1, 2021.
