Amends the Herptiles-Herps Act to make reptile and amphibian regulation exclusive to that Act rather than the Fish and Aquatic Life Code, except for fishing and consumptive take provisions.

Establishes possession limits of 8 native herptiles collectively with no more than 4 per species for residents; non-residents prohibited from possessing wild-collected herptiles except for scientific purposes or personal consumption.

Prohibits breeding, sale, or offer for sale of venomous reptiles, crocodilians, and monitor lizards within Illinois; allows limited transfers between existing permittees and non-resident educational permits up to 15 consecutive days.

Creates new Herptile Special Use permit system for species including crocodilians, Komodo dragons, crocodile monitor lizards, and venomous species; changes Limited Entry permit duration from 30 days to 15 days.

Adds herptile disease investigation authority to the Department with confiscation and forfeiture provisions for animals harboring specified diseases, pathogens, or fungi; renames "Wildlife and Fish Fund" to "Illinois Wildlife Preservation Fund" throughout the Act.
