Requires school boards to make the reasoning for early employment contract termination with a district superintendent or chief executive officer available to the public before entering into such an agreement.

Prohibits termination agreements with superintendents or chief executive officers from including confidentiality or non-disclosure clauses.

Allows school boards to enter into early employment contract termination agreements with superintendents or chief executive officers who have contracts under Section 10-23.8, subject to the public disclosure requirements.

Takes effect upon becoming law.
