IL HB3283

Amends Section 33E-9 of the Criminal Code of 2012 regarding change orders on public contracts.

Increases the cost threshold for change orders from $10,000 to $100,000, or a series of change orders totaling $100,000 or more.

Maintains that government employees must obtain written determination before approving change orders, confirming circumstances were unforeseeable, changes are germane to original contract, or change is in the government's best interest.

Requires written determinations and change orders be preserved in contract files open to public inspection.

Violations of approval procedures without proper written determination constitute a Class 4 felony.
