Extends the repeal date of the "single prime" procurement definition from January 1, 2020 to January 1, 2030, allowing continued use of this design-bid-build method for building construction projects.

Changes reporting requirements for single prime projects from quarterly to annual reports to the Procurement Policy Board, covering project scope, budget, and Business Enterprise Program goals for bids in the previous 12 months.

Limits use of single prime procurement to no more than 50% of total projects with construction costs of $5,000,000 or less, with no limit on projects exceeding $5,000,000.

Extends the notice posting requirement on the online Procurement Bulletin from 3 business days to 7 business days following submission of intent to use the single prime method.

Modifies "construction agency" definition to include any State agency authorized by law or delegation from the chief procurement officer, not limited to the Capital Development Board.
