Raises the contract value threshold for posting exempted contracts to the Illinois Procurement Bulletin from all contracts to those with an annual value exceeding $100,000 for State agencies and public institutions of higher education.

Requires State agencies to post exempted contracts over $100,000 to the procurement bulletin with contractor name, service description, contract amount, term, and the exemption cited, effective for contracts entered after October 1, 2017.

Requires State agencies to publish notices of artistic and musical services contracts exceeding $100,000 within 14 calendar days of execution and submit monthly reports to the Chief Procurement Officer.

Requires public institutions of higher education to publish notices of contracts exceeding $100,000 related to specified exemptions (memberships, events, athletic/artistic services, publications, sponsored research, etc.) within 14 calendar days of execution.

Requires the Chief Procurement Officer to submit annual reports by November 1 summarizing monthly contract information reported by agencies and institutions.
