Increases the contract filing threshold with the State Comptroller from $20,000 to $100,000 for grants and contract liabilities incurred by state agencies.

Requires state agencies to file copies of contracts, purchase orders, grants, or leases with the Comptroller within 30 calendar days of incurring the liability.

Exempts personal services contracts and contracts between the state and employees for deferred compensation under the Illinois Pension Code from the filing requirement.

Prohibits the Comptroller from issuing payment warrants for contracts not filed within 30 days unless the agency submits an affidavit explaining the late filing, with a copy sent to the Auditor General.

Allows the Comptroller to require electronic filing of contracts and grants beginning January 1, 2013, unless an agency lacks necessary technology.
