IL HB3289

Amends the Business Enterprise for Minorities, Women, and Persons with Disabilities Act by increasing the annual gross sales threshold for qualifying businesses from $75,000,000 to $150,000,000.

The threshold is measured by federal income tax returns and applies to businesses seeking certification as minority-owned, women-owned, or owned by persons with disabilities.

Firms exceeding the $150,000,000 cap may still apply for certification on a contract-specific basis if they can demonstrate the contract would significantly impact underrepresented business classes as suppliers, subcontractors, or employers.

Section 2 of the Act is scheduled to be repealed on June 30, 2020.
