Limits initial dispensing of Schedule II controlled substances by veterinarians to a 5-day supply at clinically appropriate dosage for the animal being treated.

Limits initial dispensing of benzodiazepines by veterinarians to a 14-day supply at clinically appropriate dosage for the animal being treated.

Allows veterinarians to dispense up to a 30-day supply for animals with chronic conditions (including cancer, post-surgical treatment, neuropathic pain, and collapsing trachea) after the initial 5-day or 14-day period.

Exempts prescriptions filled at pharmacies from these dispensing limits.
