Amends state complaint procedures under the School Code to require school districts and public entities to simultaneously provide complainants copies of written responses and all documentation submitted to the State Board of Education, including corrective action compliance documentation.

Requires signed releases from parents or guardians before releasing documentation about specific identifiable children if the complaint was filed by someone other than the child's parent or the child themselves.

Establishes a filing deadline of September 30, 2021 for complaints alleging delays or denials of special education or related services during the 2016-2017 or 2017-2018 school years by Article 34 school districts resulting from unlawful policies and procedures.

Requires Article 34 school districts to provide written notification within 30 days of the first school day of 2019-2020 to affected students' parents or guardians informing them that relief may be available through state complaint procedures, mediation, or due process hearings, and must include State Board of Education contact information and lists of free or low-cost legal services organizations.

Mandates that school districts post the written notification on their website homepage and include it at least once with written materials sent home to parents.
