State Board of Education must annually assess all students in reading and mathematics in kindergarten through grade 3 beginning no later than the 2020-2021 school year to comply with federal Every Student Succeeds Act requirements.

Assessments must include a balanced system of interim and summative assessments that are instructionally relevant, student-centered, and timely delivered, providing grade-level proficiency scores, growth metrics, and instructional information.

State Board must support assessments measuring academic grade-level proficiency and academic growth on a stable, grade-independent scale.

Existing assessment requirements remain in place for grades 3-8 in English language arts and mathematics, and science assessments at specified grade levels.

Act takes effect January 1, 2020.
