HB3316 - Prevailing Wage Act Amendments

• Designates transportation of ready-mixed concrete and aggregate materials to public works projects as employment upon public works, requiring prevailing wage rates.

• Defines "trucking broker," "trucking firm," "independent truck owner-operator," "ready-mixed concrete," "aggregate," "stockpile," and "transportation" for purposes of prevailing wage coverage.

• Requires prevailing wage rates to include equipment rental costs and truck hire rates for independent owner-operators engaged in concrete and aggregate material transportation on public works.

• Expands prevailing wage requirements to cover all trucking-related activities associated with public works projects regardless of whether work is performed by prime contractors, subcontractors, trucking brokers, or independent operators.

• Takes effect immediately upon becoming law.
