Amends the Illinois Power Agency Act to establish the Renewable Energy Pay As You Save Program administered by the Illinois Commerce Commission.

Allows residential electric utility customers who own their property to purchase renewable energy generation and energy storage systems with no upfront payments, paying costs over time through their utility bills if estimated lifetime electricity savings exceed the system cost.

Requires electric utilities to submit implementation plans within 120 days and to work with lenders and vendors selected through a request for proposals process to establish financing terms and processes for eligible renewable energy systems.

Directs the Illinois Commerce Commission to convene a workshop within 60 days to discuss program issues and to adopt all necessary administrative rules, with program coordination with existing energy efficiency on-bill financing programs.

Requires independent evaluation of programs after 3 years of operation, with electric utilities recovering all prudently incurred costs of offering Commission-approved programs.
