Creates the Clean Water Workforce Pipeline Program within the Department of Commerce and Economic Opportunity to provide grants and financial assistance for training individuals in water infrastructure careers.

Targets funding toward environmental justice communities, economically disadvantaged populations, individuals returning from the criminal justice system, foster care alumni, and women and transgender persons, with an annual goal of training and placing 2,500 participants.

Supports eligible activities including job identification and recruitment, skills training in construction and plumbing, counseling and preparation, continuing education, stipends and cost assistance, and job placement services.

Requires the Department to coordinate with the Environmental Protection Agency, Illinois Finance Authority, and other state agencies; may select a Program Administrator through competitive bidding.

Creates the Water Workforce Development Fund as a special state treasury fund dedicated to the Program and clean water infrastructure investments, protected from budget sweeps and administrative transfers.
