Amends Illinois Public Aid Code to establish payment requirements for managed care organizations (MCOs) contracting with safety-net hospitals.

MCOs must be liable for 50% of the amount due on any unadjudicated claims properly submitted by a safety-net hospital.

MCOs requiring pre-admission certification must pay the full admission rate to contracted safety-net hospitals if authorization is not provided within 24 hours of the hospital's request.

MCOs must update their provider roster within 48 hours of contracting with a safety-net hospital and must pay claims in full from contracted safety-net hospitals even if the roster is not updated as required.

MCOs must equally share costs incurred by contracted safety-net hospitals for services provided to Medicaid enrollees beyond the scheduled discharge or transfer date if the MCO fails to facilitate timely discharge or transfer to another facility.
