Changes language in the Medical Practice Act to allow physicians to "collaborate with" rather than "delegate care to" physician assistants, removing the limit of 7 full-time physician assistants per physician.

Amends the Physician Assistant Practice Act to enable physician assistants in health professional shortage areas with a score of 12 or greater to own their own medical practices.

Expands physician assistant scope of practice to include obtaining health histories, diagnosing and treating conditions, ordering diagnostic studies, patient education, consultations, and writing medical orders.

Eliminates the requirement for written collaborative agreements for all physician assistants and removes the requirement for physicians to file notices with the Department when employing or collaborating with physician assistants.

Establishes a Physician Assistant Medical Licensing Board to manage and regulate all matters relating to physician assistants, replacing the previous advisory committee structure; effective January 1, 2020.
