Requires school districts to distribute informational material to all voting-age residents no later than 30 days before submitting a referendum question on bond issuance or property tax rate increases.

Defines "informational material" as a one-page fact sheet distributed by U.S. mail, with school districts determining the specific form.

Requires informational material to include: project descriptions for bonds, estimated expenditures for tax increases, estimated years bonds will be outstanding, total debt service costs (principal, interest, and issuance costs), and property tax outcomes for a median-priced house under both referendum passage and failure scenarios.

Applies to both regular school districts (Section 17-3.4a) and specific school districts (Section 34-52.5) under the School Code.

Takes effect immediately upon becoming law.
