Creates a prior academic and work experience scholarship program under the Illinois Student Assistance Commission, effective beginning with the 2020-2021 academic year.

Applicants must attend an institution of higher learning with no more than 10,000 students, have previously enrolled in at least 3 different institutions of higher learning, and have at least 3 years of work experience since high school graduation.

Eligible applicants receive a renewable scholarship applied to tuition and mandatory fees, paid directly to their enrolled institution, subject to appropriation.

Combined assistance from this program and other Commission financial aid cannot exceed the cost of attendance at the student's institution in any fiscal year.

The Illinois Student Assistance Commission must adopt rules to implement the program, including application procedures and academic requirements for continued participation.
