ISAC must identify and flag college students potentially eligible for SNAP benefits using factors determined in consultation with the Department of Human Services, including income information from the Free Application for Federal Student Aid.

ISAC and the Department of Human Services shall develop a notice for institutions of higher education containing SNAP eligibility criteria, the Application for Benefits Eligibility website address, and the Illinois Hunger Coalition's Hunger Hotline.

Illinois institutions of higher education participating in the Monetary Award Program must provide the SNAP notice in writing to all enrolled or accepted students identified by ISAC as potentially SNAP eligible.

Educational programs at community colleges under the Carl D. Perkins Career and Technical Education Improvement Act of 2006 may be considered SNAP Employment and Training programs unless prohibited by federal law.

The Department of Human Services must establish a protocol to identify and verify exemptions to SNAP eligibility rules and verify student participation in qualifying educational programs by October 1, 2019.
