Secretary of State may issue distinctive registration plates for all-terrain vehicles and recreational off-highway vehicles with dimensions of 4 by 7 inches, to be displayed on the rear.

Registration fee for all-terrain vehicles and recreational off-highway vehicles is $26 annually, with $10 to the county, $10 to the municipality, $5 to General Revenue Fund, and $1 to State Police Operations Assistance Fund.

All-terrain vehicles and recreational off-highway vehicles may be operated on rural roads with posted speed limits of 55 miles per hour, in addition to roads with 35 mph or lower limits.

Home rule units of local government may not regulate non-highway vehicle operation in a manner inconsistent with state regulation, limiting local discretionary authority over these vehicles on local roads.

Act takes effect immediately upon becoming law.
