Prohibits bars, restaurants, and food-selling businesses from providing single-use plastic straws to customers unless specifically requested.

Defines "single-use plastic straw" as disposable tubes made from petroleum-derived or biologically-based polymers (corn, plant sources), excluding straws made from paper, pasta, sugar cane, wood, or bamboo.

Defines "bar" as an establishment deriving no more than 10% of gross revenue from food sales and serving alcoholic beverages on premises, including taverns, nightclubs, and cocktail lounges.

Assigns enforcement to the Department of Public Health, with first violations receiving a notice and subsequent violations subject to $25 fines per day of non-compliance.

All collected fines are paid to the Department of Public Health.
