Creates the Vapor Products Regulatory Act, requiring all vapor product retailers in Illinois to obtain a $150 annual license from the Department of Revenue effective January 1, 2020.

Prohibits sale of vapor products to persons under minimum legal age (19 in 2020, 20 in 2021, 21 starting 2022) and requires age verification by government-issued ID or third-party age verification for remote sales.

Establishes penalties for unlicensed retail operation (Class A misdemeanor for first offense, Class 4 felony for subsequent offenses) and violations of age restrictions ($200-$800 fines depending on employer training program and number of offenses).

Requires retailers to maintain records for at least 3 years and mandates e-liquid containers use childproof caps meeting federal standards and labels complying with FDA regulations.

Creates the Vapor Products Compliance Fund receiving $75 per license for Department of Human Services to conduct unannounced investigations, and excludes vapor products from the definition of "alternative nicotine product" under existing tobacco law.
