Establishes a monthly diaper allowance of $30 per child for eligible individuals through the Department of Human Services Act.

Eligibility requires household income at or below 50% of federal poverty guidelines, responsibility for a child 3 years of age or younger, and the child receiving medical assistance under Illinois Public Aid Code.

Diaper allowance funds can only be used to purchase diapers and are distributed via electronic benefit transfer card.

Diaper allowance is excluded from income calculations for determining eligibility and benefit amounts for any other state public aid programs.

Takes effect July 1, 2019.
