Creates the Veterans' Disability Compensation Task Force within the Department of Veterans' Affairs to assess ways Illinois can improve federal disability compensation claim approval rates and address disparities with other states.

Task Force composition includes the chair and minority spokesperson from both the House and Senate Veterans' Affairs Committees, plus 15 members appointed by these committee chairs from county Veterans Assistance Commissions, Veteran Service Officers, and VITAS officials.

Task Force members serve without compensation but may be reimbursed for travel expenses; the Task Force must meet within 60 days of the act's effective date and thereafter at least quarterly.

Department of Veterans' Affairs shall provide administrative and support services to the Task Force.

Task Force must submit a report with findings and recommendations to the Governor and General Assembly by July 1, 2020; the Task Force is repealed on July 1, 2021.
