HB3425 Summary

• Amends the Child Labor Law to require a trust account be established before any child performer under age 18 receives an employment certificate.

• Trust account must deposit at least 15% of the child performer's gross earnings (or a higher percentage set by Department of Labor rule).

• Defines "child performer" as anyone under 18 employed in Illinois providing artistic or creative services including acting, dancing, music, modeling, and related entertainment roles.

• Trust funds must be held by a bank, corporate fiduciary, or trust company and remain available only to the child performer until they reach age 18.

• Department of Labor is authorized to adopt rules implementing these provisions and may require a higher percentage than 15% be deposited into the trust account.
