Creates the Developmental Disabilities Awareness Fund as a special fund in the State treasury to provide grants to the Illinois Department of Human Services for legal aid groups assisting with guardianship fees for private citizens becoming guardians for individuals with developmental disabilities.

Authorizes the Illinois Department of Human Services to issue special license plate decals for developmental disabilities awareness under the Universal special license plates program.

Sets fees for developmental disabilities awareness license plates at $25 for original issuance ($10 to Developmental Disabilities Awareness Fund, $15 to Secretary of State Special License Plate Fund) and $25 for renewal ($23 to Developmental Disabilities Awareness Fund, $2 to Secretary of State Special License Plate Fund).

Amends Section 3-699.14 of the Illinois Vehicle Code to add developmental disabilities awareness as an authorized organization for Universal special license plates alongside existing organizations like the Department of Natural Resources, Veterans' Homes, and Department of Public Health.

Takes effect January 1, 2020.
