Amends the Illinois Food, Drug and Cosmetic Act to require that take-home containers (bags, cups, and lids) for bulk food be cleaned, stored, and dispensed in a sanitary manner.

Permits retailers to allow consumers to fill or refill personal containers with bulk food if dispensers prevent direct handling of the food and personal containers are clean and sanitary.

Prohibits county health departments and municipalities from banning the practice of consumers filling personal containers with bulk food, provided dispensers prevent direct handling and containers are sanitary (except under Part 750 of Title 77 of the Illinois Administrative Code).
