HB3443 Summary: Innovations for Transportation Infrastructure Act

• Creates new authority for the Illinois Department of Transportation and Illinois State Toll Highway Authority to use design-build and Construction Manager/General Contractor project delivery methods for transportation facilities as alternatives to traditional design-bid-build procurement.

• Limits use of these alternative methods to no more than 20% of the Department's multi-year highway improvement program (with no single year exceeding 30%) and 20% of the Authority's annual improvement program; allows the Department to use Construction Manager/General Contractor method for up to 2 facilities.

• Establishes procurement procedures including two-phase qualifications and proposals process (except for projects under $5,000,000), evaluation committees with at least half licensed design professionals, and best value selection criteria.

• Requires compliance with prevailing wage laws, minority and women-owned business utilization requirements, and federal law; allows use of Alternative Technical Concepts as deviations from standard technical requirements.

• Makes conforming amendments to multiple existing statutes including the Prevailing Wage Act, Public Construction Bond Act, Illinois Procurement Code, and Toll Highway Act to authorize these project delivery methods; takes effect immediately upon enactment.
