• Creates the Reduction of Lead Service Lines Act requiring community water supplies to identify all lead service lines, develop a water service line material inventory by April 15, 2020, and submit it to the Environmental Protection Agency for approval with annual updates.

• Mandates community water supplies create a lead service line replacement plan with a minimum 4% annual replacement rate and submit it to the EPA by April 15, 2021, including cost analysis, financing options, and a deadline for replacing all lead service lines.

• Prohibits partial replacement of lead service lines except during emergencies, requiring full replacement at the same time; water supplies must notify property owners 13 days before planned water main or service line work.

• Grants community water supplies authority to access private property and residences to identify and replace lead service lines, with required notice procedures and protections for those who refuse access.

• Establishes a comprehensive low-income water assistance program through the Department of Commerce and Economic Opportunity and allows the Illinois Commerce Commission to approve customer assistance programs for water utilities; amends the Public Utilities Act to replace "unaccounted-for water" terminology with "nonrevenue water" and requires cost of service summaries from certain water utilities.
