Amends the Lake Michigan Wind Energy Act to modify the Offshore Wind Energy Economic Development Policy Task Force reporting deadline from December 31, 2013 to within 12 months of convening.

Requires the Governor to appoint 16 public members to the Task Force within 90 days of the Act's effective date, representing diverse interests including higher education, renewable energy industry, consumer organizations, labor unions, utilities, environmental groups, and low-income advocates.

Establishes ex officio membership for the Directors of the Illinois Power Agency and Natural Resources, the Executive Director of the Illinois Commerce Commission, and the Attorney General.

Authorizes the Speaker and Minority Leader of the House and Senate President and Minority Leader of the Senate to each appoint one General Assembly member to the Task Force.

Task Force members serve without compensation and shall analyze policy and economic options for offshore wind energy development, examining mechanisms such as feed-in tariffs, renewable energy certificates, power purchase agreements, and pilot projects.
