IL HB3483

Renames the "Disability database" to the "Prioritization of Urgency of Need for Services (PUNS)" database and refocuses it on residents with intellectual disabilities, developmental disabilities, autism spectrum disorder, and related comorbidities.

Requires independent service coordination agencies to serve as the points of entry for applications and specifies required information to be collected including service needs, demographics, assessment data, caregiver ages, living situation, and representative district.

Mandates the Department contact individuals on PUNS at least 2 times annually with information about the application process, available services, and preparation advice, with at least one contact from an independent service coordination agency.

Establishes a 6-month application window and 6-month service commencement period for military dependents who are selected from PUNS while absent from the state due to military service, with services resumable upon return if eligible.

Requires the Department to make general PUNS statistics available to the public while protecting individual confidentiality and clarifies the law does not create new entitlements but is subject to appropriations.
