Capital Development Board shall develop and periodically revise a Statewide master plan for non-road infrastructure to guide program development.

Board shall coordinate planning activities with other State agencies and authorities and supervise infrastructure planning by executive branch agencies under the Governor's direction.

Board shall publish and deliver the master plan to the Governor and General Assembly by December 31, 2019 and by December 31 every 5 years thereafter.

Board shall publish annual and 5-year project programs on the first Wednesday in April each year, identifying projects by priority status: committed for execution, tentative pending funding, or needed but unfunded.

Board shall deliver annual reports to the Governor and General Assembly by November 1 each year listing accomplished projects and award costs with starting dates.
