Requires businesses to provide proofs of purchase in electronic form only (email or text message) starting January 1, 2022, unless the consumer requests a paper receipt.

Applies to retail sales of food, alcohol, tangible personal property, and services provided to consumers.

First and second violations result in a notice of violation; subsequent violations incur fines of $25 per day of non-compliance, capped at $300 annually.

Exempts small businesses as defined in the Illinois Administrative Procedure Act from all requirements.

Amends the State Mandates Act to specify that implementation requires no state reimbursement to local governments or businesses.
