Creates the Physician Gift Ban Act to prohibit pharmaceutical marketers from providing promotions to physicians to induce prescribing of Tier 1 medications.

Defines "pharmaceutical marketer" as a person employed by or contracted to represent a manufacturer or labeler who engages in detailing, promotional activities, or marketing of prescription drugs to healthcare providers.

Defines "manufacturer" as a prescription drug manufacturer under federal law (42 U.S.C. 1396r-8(k)(5)), including subsidiaries and affiliates.

Prohibits pharmaceutical marketers from providing any promotions including paid travel and prizes to physicians for the purpose of inducing prescriptions of Tier 1 medications.

Applies to physicians licensed to practice medicine under the Illinois Medical Practice Act of 1987.
