Establishes no statute of limitations for prosecution of female genital mutilation when the victim is under 18 years of age at the time of the offense.

Creates a new Class 1 felony offense for parents, guardians, or persons with physical custody who knowingly facilitate or permit female genital mutilation of a child; performing the procedure directly remains a Class X felony.

Permits surgical procedures involving genital modification only when performed by a licensed physician and either necessary for health reasons or performed on a person in labor or just having given birth for medically-related purposes.

Specifies that consent to female genital mutilation by a minor or the minor's parent or guardian is not a valid defense to prosecution.
