Amends the Illinois Underground Utility Facilities Damage Prevention Act to expand the definition of "underground utility facilities" to include information technology infrastructure.

Adds wires, ducts, fiber optic cable, conduits, pipes, sewers, and cables installed underground for IT infrastructure, equipment, systems, software, networks, and processes used to create, send, receive, and store electronic or digital information.

Includes computer systems, telecommunication services and systems, and future technologies (such as sensors and balanced private hybrid or public cloud posture) within the expanded definition.

Applies damage prevention protections to IT infrastructure installations similarly to existing protections for utilities, telecommunications, and other underground facilities.
