Department of Veterans' Affairs shall develop a Transition Assistance Program by July 1, 2019 for veterans discharged from U.S. Armed Forces or state National Guard.

Program shall provide Illinois-specific resources on higher education, vocational training, small business, health care, mental health, military sexual trauma, and housing.

Program shall complement the U.S. Department of Defense transition program and assist veterans in transitioning from military to civilian life in Illinois.

Program shall provide information to noncitizens on how to become U.S. citizens and where to access state legal assistance.

Illinois National Guard shall inform noncitizen members of available citizenship assistance and shall help eligible members file all necessary forms and paperwork to become U.S. citizens upon request.
