• Requires health insurance coverage of pasteurized donated human breast milk and milk fortifiers for infants under 6 months old when prescribed by a licensed medical practitioner and obtained from an accredited milk bank.

• Coverage for infants under 6 months applies when the infant's mother cannot produce breast milk or it is medically contraindicated, the milk is medically necessary, and the infant meets specific medical conditions including birth weight below 1,500 grams, high risk for necrotizing enterocolitis, hypoglycemia, congenital heart disease, organ transplant, sepsis, or other serious conditions.

• Extends coverage to children ages 6 months through 12 months when medically necessary with conditions including spinal muscular atrophy, birth weight below 1,500 grams with feeding complications, organ transplant, or other serious congenital or acquired conditions.

• Applies requirements to three insurance systems: the State Employees Group Insurance Act, the Illinois Insurance Code for individual and group health insurance, and the Illinois Public Aid Code (Medicaid).

• Effective date is January 1, 2020.
