HB3515 - Youth Health Protection Act

• Prohibits medical doctors from prescribing puberty-suppressing drugs, cross-sex hormones, or performing gender-related surgeries (including mastectomy, orchiectomy, vaginoplasty, phalloplasty, urethroplasty, and metoidioplasty) on persons under age 18 for treatment of gender dysphoria or gender discordance.

• Classifies efforts to modify anatomy, physiology, or biochemistry of minors with gender dysphoria as unprofessional conduct subject to disciplinary action by licensing entities.

• Prohibits medical doctors and mental health providers from referring minors under age 18 for chemical or surgical gender-related interventions.

• Amends the Medical Practice Act of 1987 to add violation of the Youth Health Protection Act as grounds for license revocation, suspension, probation, or other disciplinary action, with fines up to $10,000 per violation.

• Contains extensive legislative findings and purpose statements regarding medical evidence, health risks, desistance rates, and policy arguments related to gender dysphoria treatment in minors.
