Prohibits pet shop operators from selling or offering for sale any dog or cat obtained from a dog dealer or cattery operator.

Pet shops may obtain dogs and cats from licensed breeders only if the breeder is currently licensed by the USDA, has no direct or critical non-compliant citations in the past 2 years, has not received 3 or more non-compliant health/welfare citations in the past 2 years, and does not have no-access violations on the 3 most recent inspections.

Allows pet shops to obtain dogs and cats from small breeders producing only their own animals, public pounds, private non-profit humane societies or rescues, and adoption events conducted by pounds or humane societies.

Pet shop operators must conduct searches of USDA Animal Care Information System inspection reports and maintain records for 2 years verifying compliance.

Imposes a fine of $500 per animal offered for sale in violation of the dog dealer and cattery operator prohibition; becomes effective one year after enactment.
