Requires competitive sealed proposals to include a "commitment to diversity" component worth 20% of points assigned to non-price evaluation factors, with scoring based on factors such as meeting diversity subcontracting goals, assistance to minority/women/disability-owned businesses, and written supplier diversity programs.

Prohibits contract renewal when vendors fail to meet diversity goals in their utilization plans unless the State agency determines good faith efforts were made and issues a waiver; requires each chief procurement officer to maintain a searchable public database of all waivers granted.

Mandates annual diversity and inclusion training for procurement officers, purchasing staff, contract monitors, and other personnel with authority over State contract awards.

Requires State agencies and higher education institutions to file annual reports on utilization of minority, women, and disability-owned businesses, including a plan to increase diversity of vendors with focus on underrepresented groups; requires the Business Enterprise Council to analyze award disparities and identify methods to eliminate them.

Takes effect July 1, 2019; includes exemptions for contracts using federal-aid funds where compliance would result in loss of federal funding.
