Creates the Ethics in Public Contracting Act to promote inter-governmental disclosure of entities that have been suspended, debarred, or limited from entering public contracts.

Requires State agencies and chief procurement officers to report suspensions, debarments, or contract limitations to the Executive Ethics Commission, including the entity's legal name, Secretary of State registration number, and rationale for the action.

Allows (but does not require) units of local government to submit similar reports to the Executive Ethics Commission regarding businesses or persons they have suspended, debarred, or limited from contracting.

Directs the Executive Ethics Commission to establish and maintain a publicly accessible website called the Ethics in Public Contracting Portal within 12 months of the act's effective date, containing information from all State agencies and local governments.

Authorizes State agencies and local governments to reciprocate suspension, debarment, or other contract limitations imposed by other public bodies, and requires the Executive Ethics Commission to adopt rules including a process for entities to petition for removal from the portal.
