Permits smart contracts, records, and signatures created, stored, or verified using blockchain technology to have legal effect and be admitted as evidence in proceedings.

Allows blockchain-containing electronic records to satisfy legal requirements for documents in writing and signatures, provided parties have agreed to use blockchain for the transaction.

Prohibits blockchain use for certain legal notices including public utility service cancellations, foreclosures or evictions on primary residences, health or life insurance cancellations, and product safety recalls.

Prevents local governments from imposing taxes, fees, licenses, permits, or other requirements on the use of blockchain or smart contracts by persons or entities.

Exempts documents accompanying hazardous materials, pesticides, or other dangerous materials from satisfying writing requirements through blockchain alone.
