IL HB3578

Amends the Illinois Procurement Code to require chief procurement officers to submit annual reports to the Governor and General Assembly by April 15, 2020, and every April 15 thereafter.

Reports must cover all contracts with a total value exceeding $20,000,000 and include procurement goals and actual spending for female-owned, minority-owned, and veteran-owned enterprises from the previous calendar year.

Reports must be submitted in searchable Adobe PDF format.

Procurement goals and actual spending must be expressed as percentages of total work performed by the entity submitting the report.
