Amends the Regional Transportation Authority Act to require the Suburban Bus Board to submit an annual report to the Governor and General Assembly by April 15 of each year, beginning in 2020, detailing procurement goals and actual spending for female-owned, minority-owned, and veteran-owned enterprises.

Requires procurement goals and actual spending to be expressed as percentages of total work performed by each entity submitting the report.

Mandates the Suburban Bus Board and all participating entities to hold an annual public workshop beginning in 2020 to address supplier diversity, including testimony from participating entities, subject matter experts, and advocates.

Requires the Board to publish and maintain on its website a database containing points of contact for supplier diversity at each participating entity, a list of recognized certifications, and all annual reports for at least 5 years.

Takes effect upon becoming law.
