Expands certificate of good conduct to relieve eligible offenders of employment, occupational licensing, and housing bars resulting from their convictions.

Certificate of good conduct requires demonstration by clear and convincing evidence that the offender has been law-abiding and is fully rehabilitated.

Certificate does not prevent employers, landlords, judicial proceedings, or licensing bodies from accessing criminal background information or considering the conviction in their decisions.

Employers are protected from civil and criminal liability for actions of employees with certificates of good conduct, except in cases of willful or wanton hiring decisions.

Certificate does not relieve offenders of employment bars imposed by law for positions with the Department of Corrections, Department of Juvenile Justice, or law enforcement agencies.
