Appropriates $633,272,700 from the Education Assistance Fund to the University of Illinois Board of Trustees for operational expenses for the fiscal year ending June 30, 2020.

Appropriates $1,450,700 from the Education Assistance Fund for Labor and Employment Relations programs, including $667,500 for degree programs and $783,200 for certificate programs.

Appropriates $15,099,200 from the General Revenue Fund for the Prairie Research Institute and $40,380,600 for University of Illinois Hospital operating costs.

Appropriates additional funds from specialized sources for specific programs including the Hispanic Center for Excellence ($687,300), Illinois Fire Service Institute ($4,216,000), and mosquito research and abatement ($1,000,000 combined).

Takes effect July 1, 2019.
